<p class=”has-light-gray-background-color has-background” id=”h-“>MinnPost’s <a href=”https://www.minnpost.com/inside-minnpost/2026/04/minnpost-launches-twin-cities-documenters-program-hub-for-civic-engagement/” target=”_blank” rel=”noreferrer noopener”>Twin Cities Documenters</a> program trains and pays community members to take notes at local government meetings. <h2 id=”h-summary-nbsp” class=”wp-block-heading”>Summary: </h2>
<ul class=”wp-block-list”>
<li>The Law, Safety and Justice Committee received <a href=”https://hennepinmn.legistar.com/gateway.aspx?M=F&ID=c629a9a6-056b-4adb-80d8-49307077afb5.pdf”>a presentation on staffing recommendations at county jail facilities</a> to address staff overtime use.
<ul class=”wp-block-list”>
<li>The report, from an outside consultant, builds on <a href=”https://hennepinmn.legistar.com/gateway.aspx?M=F&ID=697e439a-a156-4782-acd7-bcd2a627d057.pdf”>prior work</a> to address ongoing overtime staffing concerns at the jail facilities to meet state requirements. Staff leave of absences and paid time off are not accounted for in the budgeted staffing levels, which means overtime fills the gap and costs more.</li>
<li>The consultant recommended a four-year plan to increase staffing levels. The plan should include expected absences due to sick leave and other reasons, consider implementing a flex pool of staff trained to be placed in multiple roles based on daily need, use non-licensed staff in jails, and increased civilian staffing for records positions.</li>
<li>Commissioners expressed support for the recommendations and mentioned lowering overtime staffing as one way to manage the budget. Commissioners Jeff Lunde and Irene Fernando brought up the jail facilities as an area to explore capital improvements that better meet needs. </li>
<li>Sheriff Dawanna Witt supported the report’s findings and noted working on moving licensed staff out of the jail system, as recommended here, since coming into office. Witt also noted more staff are on leave due to the state’s new Paid Leave program.</li>

<li>The Human Services Committee approved an <a href=”https://hennepinmn.legistar.com/gateway.aspx?m=l&id=/matter.aspx?key=4570″>extension to a program with the city of Minneapolis for embedded social workers on the Lake Street corridor</a>.
<ul class=”wp-block-list”>
<li>The $250,000 program would run through the end of 2026. In 2025, these social workers had 6,000 encounters providing low barrier services to high-risk residents, attempting to limit unnecessary contact with law enforcement.</li>
<li>Commissioner Angela Conley asked about the potential expansion of this program’s area to east of Hiawatha Avenue, an area of concern, and bringing it to other places within the city.</li>

<li>The Administration, Operations and Budget Committee approved <a href=”https://hennepinmn.legistar.com/gateway.aspx?m=l&id=/matter.aspx?key=4584″>moving the Disparity Elimination Department to a new Human Services, Public Health and Disparity Elimination department</a> as of January 1, 2027.
<ul class=”wp-block-list”>
<li>Staff advised the new department will allow for sharing of expertise and enable the Disparity Elimination programs to use administrative reimbursement from state and federal sources estimated at $768,000.</li>
<li>Commissioner Conley confirmed there were no staffing cuts involved in this change, and Commissioner Marion Greene expressed concern on whether disparity elimination work will continue across the entire county enterprise.</li>

<li>The Health Committee approved acceptance of a <a href=”https://hennepinmn.legistar.com/gateway.aspx?m=l&id=/matter.aspx?key=4593″>$6 million grant to support people with with HIV and AIDS</a>.
<ul class=”wp-block-list”>
<li>The program will be funded for one year providing medical and supportive services for low income individuals living with HIV in the grant jurisdiction of 13 counties. </li>
<li>Commissioner Fernando noted a recent site visit by the funder, the Health Resources and Service Administration (HRSA), was “laborious.”</li>

<p class=”has-background” id=”h-summary-nbsp” style=”background-color:#ffe121cc”>📝 <strong>About this meeting:</strong><br />The board meets as committees to discuss issues in depth before voting on them as a full board. Even though all board members are present at each committee, these are only considered committee actions. Next, commissioners will take a final vote on these items at their formal board meeting. </p>

<p><strong><em>Accessibility:</em></strong><em> Did you face any challenges that made it harder to document the meeting or that may have made it difficult for others to attend? </em></p>

<li>No concerns, but attendance does require going through security. </li>
</ul>
<p><strong><em>Scene: </em></strong><em>About how many members of the public attended the meeting? If watching virtually, what was the livestream count (if applicable)? Was anyone protesting outside? </em></p>

<li>Five in person, but most of the audience was staff. One film crew was there from Channel 5 (KSTP). The video had 172 views the day after the meeting.</li>
</ul>
<p><strong><em>Notable: </em></strong><em>Do you have any follow up questions or other observations to share? </em></p>

<li>The county’s budget issues are the backdrop to many items this year. Overtime at the Sheriff’s Office has come up before, although this item only addressed jail overtime, not the full department.</li>
