<h2 id=”h-summary-nbsp” class=”wp-block-heading”>Summary: </h2>
<p class=”has-background” id=”h-summary-nbsp” style=”background-color:#ffe121cc”>📝 <strong>About this meeting:</strong><br /><em>The Minneapolis Park & Recreation Board typically meets as a full board, followed by separate committee meetings. Everything approved in committees will need to be approved again by the full board before becoming final. </em></p>
<ul class=”wp-block-list”>
<li>In a 8-1 vote, the board approved <a href=”https://agendasuite.org/iip/mprb/agendaitem/details/3237″>decommissioning the Minnehaha Off-Leash Dog Park by the end of this year.</a>
<ul class=”wp-block-list”>
<li>Commissioner Cathy Abene was the sole “nay” vote. </li>
<li>The action directs the superintendent to decommission the park to off-leash dog use by Dec. 31. Park board members <a href=”https://www.startribune.com/minneapolis-park-board-votes-to-end-minnehaha-off-leash-dog-park/601858291?utm_source=gift”>have said</a> the decision comes following discussions with Indigenous leaders and historians, including the board’s Native American Parks Council, who say the land is within <a href=”https://en.wikipedia.org/wiki/Coldwater_Spring”>Mni Owe Sni</a>, a space of historical and cultural significance to the Dakota and other tribes. </li>
<li>On-leash dogs and other uses will be allowed past Dec. 31 until a long-term plan for the site is approved.</li>
<li>An amendment to delay a decision until September to allow for more discussion and research did not pass.</li>
<li>More than 30 residents spoke on this topic, with close to half speaking against the decommissioning of the dog park, often citing a lack of information about the process and reasons for closure as well as the uniqueness of the site. A slightly smaller number spoke for the action, speaking to the importance of not causing further harm to the Indigenous community. Speakers from both positions called for quickly identifying other sites for one or more off-leash dog parks within the city.</li>

<li>The board discussed the process of how the city’s Board of Estimate and Taxation sets a <a href=”https://agendasuite.org/iip/mprb/file/getfile/25069″>maximum property tax levy</a>, and how they will advocate for an amount that will cover increased costs.
<ul class=”wp-block-list”>
<li>Staff detailed new spending, such as new park staff and amenities, and increases in health insurance and paid leave costs for 2027. A 5.86% property tax increase would be needed to pay for the proposed budget, but the city <a href=”https://www.youtube.com/live/1eq0UcXW5aM?si=cPgM345N2AXYockT&t=9566″ id=”https://www.youtube.com/live/1eq0UcXW5aM?si=KVl8i2m5SjFS8dAi&t=9605″>is currently recommending</a> a 2.34% increase for MPRB, which would leave MPRB with a $3.3 million gap, staff said. </li>
<li>The board will make a case for its desired maximum property tax levy to the city’s <a href=”https://www.minneapolismn.gov/government/boards-and-commissions/bet/”>Board of Estimate and Taxation</a>, which will make a final decision in September. </li>

<li>The planning committee approved a <a href=”https://agendasuite.org/iip/mprb/file/getfile/25007″>land swap near Theodore Wirth Park</a>.
<ul class=”wp-block-list”>
<li>A small plot of land (about 10 thousand square feet) owned by MPRB will be swapped for one owned by the Animal Humane Society to allow for better use of the space for an AHS redevelopment project and create a more contiguous park property.</li>
<li>Deshpande asked what process is followed to ensure small park properties are not forgotten. Staff advised a significant change is now having an assigned staff member tasked with keeping track of park properties.</li>

<li>The administration & finance committee approved the <a href=”https://agendasuite.org/iip/mprb/file/getfile/24914″>2027-2030 Strategic Directions and Performance Goals</a>.
<ul class=”wp-block-list”>
<li>The nine goals lay out the priorities for the organization and help inform budget decisions. </li>
<li>Commissioners commented on changes made since the last meeting, including a greater emphasis on youth employment, generation of new revenue sources, and incorporating climate considerations into capital projects.</li>

<li>Some yelling by audience members caused small parts of public comment to be unclear.</li>
</ul>
<p><strong><em>Scene: </em></strong><em>About how many members of the public attended the meeting? If watching virtually, what was the livestream count (if applicable)? Was anyone protesting outside? </em></p>

<li>34 testifiers during Open Time. A full room with members of the public and staff standing in the back and sides of the room.</li>
<li>1,361 people have watched the recording as of the day after the meeting.</li>
</ul>
<p><strong><em>Notable: </em></strong><em>Do you have any follow up questions or other observations to share? </em></p>
<ul class=”wp-block-list”>
<li>The details of what will be allowed at the Minnehaha Off-Leash Dog Park seemed to be a point of confusion for many members of the public and was not clearly stated in the resolution. Several board members commented that on-leash dog use will be permitted, at least until a long-term plan is approved.</li>
<li>A common theme during Open Time was for further information underlying the decision to close the off-leash dog park. The public report, with some portions redacted, that was mentioned did not appear to be included in the packet for the related item or on the prior committee meeting item.</li>
</ul>
